Canonical DefinitionGovernance Accountability Standard (GAS-A) defines the structural conditions
under which governance-accountability relationships remain identifiable, attributable,
traceable, reviewable, governable, enforceable, auditable,
and operationally valid throughout the governance lifecycle.
GAS-A governs governance accountability.
The standard establishes the foundational conditions required to determine
who remains accountable for governance outcomes, governance decisions,
governance actions, governance failures, governance interventions,
and governance consequences throughout operational reality.
Governance authority may exist.
Governance authority may be delegated.
Accountability must remain identifiable.
